President- John Howsden swore incoming Member Sheldon Toso and read Mission Statement to group and gave Sheldon a copy for his records.

Fee for Larry Bain, Accountant for the 2023-2024 annual audit is $5,500.00. (Calendar Term is June-June). John made a motion to pay Accountant annual fee of $5,500.00. Sheldon 2nd motion. Passed 3/0.
Public Comment
David Combs, 2670 Salmon Ct, reported his neighbor placed his fence line on David’s property and gate entrance setback is not correct. It appears owner has an iron fence on the road next to property and may have put it in at non-correct setback. Sheldon recommended going to County Code Compliance and HOA can be addressed.

Josh Paven, 1346 Acorn St., has a complaint about Achor Pest Control spraying the perimeter of his property and causing him to lose 80% (14 boxes) of his bee colony, approximate loss of $15,000.00. He is a registered Beekeeper with the county. He has 6 perimeter signs for non-spraying which say, No spray, Live bees, Organic Farm. These signs have been in place for 6 years. Sheldon asked why the prior sprayings have not affected the bees. Josh could not reply. Josh tried to talk to the person spraying, Ryan, however Ryan apparently ignored him and kept spraying. Josh said he keeps his weeds trimmed and there should have been no reason to spray his property. John gave Josh a copy of the chemicals used. John stated Rocky Road (RR) authorized the weed abatement. Josh asked about a letter to notify residents which RR does not have a process on file. Josh said there is a code requiring notification but did not have the Code #. He will get that information back to RR. He would like a 2 week notice before spraying. John called the RR insurance company; they said to contact Anchor Pest. Anchor Pest has not returned Josh’s calls, and he has contacted an attorney. John stated a person must have a license to spray. The last spray was Jan-Feb 2024 and is done on a yearly basis, 1x yr.
Josh also stated Mark Anderson has been harassing him, however Mark is not present at the meeting for clarification.
John said it will be handled by County Legal or the Pest Company. John asked the board for their input, Sheldon suggested they discuss at the March meeting. John will contact Anchor Pest.
Sheldon recommended Josh to contact the County Council. It was also commented that Josh may need to seek Civil Recourse.
John has an old printer at his house that needs to be disposed of. Curt will take it to the dump.
Sheldon made the motion to take printer to dump and reimburse dump fees.

Continuation of Cheyanne Rd, northbound for fire escape. Curt spoke with the County Supervisor and that is not RR jurisdiction.

Member road fees- Presented a fee analysis to use money to the best of RR ability to fix repairs. Sheldon has a Fee Analysis sheet that he would put in RR minutes.
John commented that when Covid hit, the board dismantled and there was an influx of money, 4 yrs. If the board does dissolve again for any reason, the county will take over and the homeowners will not have any say where the money is allocated.
Blow out (Road repairs) identified by Mark at the Nov 2024 meeting. Sheldon would like the photos that Mark took to be added to the Board packet.
Explore the idea of hiring a part-time (Independent Contractor) or work with a District manager instead of an economic consultant to help the Board with the following tasks:

Road Maintenance
Roadside right of way maintenance
Monthly accounting
This will be discussed at the next meeting.
Legal questions for County Council- Sheldon gave a list to John and Curt and will add to them as needed.

Reconciled with county, some lots not charged, rec board research this.
Additional discussion
Josh commented that sandbags are being used to divert drainage, no culvert in place, Lot # 569. Josh will get the address.
Josh also noted a water leak in the road on Acorn. John told him to contact the water company.
Josh also stated that the lot next to him, 1284 Acorn, lot 559, is abandoned with occasional squatters which he chases out. Sheldon will do a drive-by on 1284 Acorn.
