Minutes for August 2024

Officers’ Reports:

President John Howsden passed on reporting   Treasurer Curt Simmons provided a copy of the bank statement which featured the checking account balance at $2,719 and the money market balance at $845,087. Payments were made to Steve Palmer, AMS, and Nate’s Tree Service.   Secretary Mark Anderson reported on the road repair project. VSS is on day 3 of the 4-day project which covers 60 repair locations throughout the RRCSD area. All the dig outs should be completed in the 4-day period. The micro surfacing phase is scheduled for September.   Mark and Steve Palmer are consulting with VSS about the scope of the striping element of the project as there is some confusion with the subcontractor.    

New Business:

  1. Discuss termination of contract with AMS and using the pavement system software. Mark wants to terminate to save money and because after the major paving project currently underway will exhaust all the funding that accumulated during the last few years when no spending occurred. Curt asked Steve if the software was useful to him in the work he does for Rocky Road. Steve explained that the Street Saver software is useful in tracking projects and as a planning tool in prioritizing maintenance projects for various locations in the district. At a minimum, he recommends entering all the projects conducted this year so that is well documented. The subscription to Street Saver expires December 14, 2024. There is no contract with AMS presently because their work has been completed. Curt made a motion to keep the Street Saver subscription until the expiration date and for Steve Palmer to keep the data up to date through this period. The motion passed unanimously.
  2. New County Counsel, Jonathon Frost. Deputy Marina Lewis recently resigned and has been replaced by Jonathon Frost.
  3. Up to date on payments to Steve Palmer. John asked Mark to verify that the invoices from Steve have been approved and that payments are caught up. Mark said that he is working frequently with Steve and agrees with the invoice statements.
  4. Towing of two abandoned vehicles from Salmon Court. Mark and John both worked on getting these vehicles towed. John called CHP and Mark called County Code Enforcement. Both vehicles were removed and there is no cost to Rocky Road.

Announcements:

Kim Clark has been attending Rocky Road meetings recently and has offered to volunteer. She and Gretchen will coordinate on some office projects and possibly some outreach.
