Minutes for July 2022
Meeting Called to order at 06:05PM by Sheldon

Special Guests:

- Rebecca Turner, Calaveras County Clerk-Recorder & Registrar of Voters
Board President, Sheldon, introduced guests and turned meeting over to Amanda Folendorf, District 4 Supervisor, and Rebecca Turner County Recorder for issuing the oath of office and certification of appointments for board members Sheldon Toso, Ken Cox and Todd Vanden Bosch by the Calaveras County Board of Supervisors at the July 12, 2022 Calaveras Board Meeting where Rebecca performed the oath of office to the three appointed Directors.
With a quorum of three appointed Directors: Sheldon, Todd, and Ken, the Board members at large Adam Robertson and Michael Daniels were appointed into office with a motion from Todd and a 2nd by Ken. Vote of 3/0 Yes.
Adam and Michael were then also given the oath of office and sworn in by Rebecca Turner. Amanda explained the appointments will be until December 2, 2022.
For the elections in November, board candidates will need to file their intention to run for a full term between July 18th and August 12th at the Recorders Office.
Open Forum: Member comments, issues and/or complaints
- Member questioned horse signs set by HOA on roads and trail signs, who approved their installation and locations.
- Another Member mentioned existing HOA insurance with Todd England at State Farm out of Castro Valley and is working well. This Agent could be called for an additional insurance quote for the road district.

The Copper Cove Rocky Road Community Services District (CCRRCSD) Board Directors were appointed and Certified.- The CCRRCSD appointed of two Directors

- A search for By Laws in the office files turned up nothing
- A request for examples of other CSD and SCA bylaws will be conducted by Sheldon.
- Member list to be followed up on through County Recorder’s office (Ken).
Computer system upgrade (Adam)
- Reformatting existing computer with Windows10.
- Computer system upgrade completed.
- QuickBooks is a yearly fee of $350.
- Ending the Cal Tel phone line (land line) and establishing an on-line phone line with e-mails notification.

Road Plan was carried over.
- Sheldon to work with Calaveras Pubic Works to find a road evaluation/ estimating company to review the health status of the road system.
Old Business:
- Letter to membership reviewed (Sheldon).
- Road-side weed spraying work to be reviewed with Michael and vender for future success. It is acknowledged that the work was requested by the CCRRCSD late in the season effecting the results of the spraying.
- A monthly financial reconciliation statement will be developed for monthly board approval (Ken).
- Insurance quote from Sonora Insurance was not able to be provided by the underwriters per vender.
- The three insurance quotes from Caldwell Insurance totaling ($3,612) will be accepted with a vote of 5/0 Yes, after review of any State Farm quotes. Expenditure not to accede $4000.00 is authorized.
