AGENDA ITEM: Herbicide Spraying
DISCUSSION: Centered around the notification and opt-out process for residents that wish to omit their property along the road from annual roadside spraying in the Rocky Road district. John had referenced the Copper Valley (Saddle Creek) process and Calaveras County Department of Agriculture that states the formal opt-out procedure is the default mechanism for residents to post a visible sign notice at their property for no spray zone. This form is located on the County site and offers residents instructions for a no spray zone at their property.

Continue the roadside herbicide spraying as we always have on an annual basis.
Ascertain from the spraying contractor what provisions they provide for notification.
Will direct contractor not to spray roadside lots where we have been notified by residents not to spray.

AGENDA ITEM: Hiring consultant to assist with raising taxes.
DISCUSSION: Rocky Road CSD has a limited budget funded by a nominal tax to the landowners in the Rocky Road district. Currently the local tax is allocated throughout the year by Calaveras County to fund the work we do. The cost associated with a tax increase ballot measure would be the responsibility of the CSD. We reviewed Citizens Guide to Putting a Measure on the Ballot and hiring a tax consultant as an advisory for this process at a cost to our CSD. We would likely petition an independent consultant to get an estimate of associated costs and process.
We’ve discussed ideas on how we can notify landowners to propose a tax increase to fund the increasing number of repairs, maintenance items and improvements of our community district. We are constrained by our budget, which hasn’t been increased for many years and wish to provide better preventative care which requires additional funds to meet these proactive goals. Additional tax funding for better preventive care will save money due to lessening future (higher) costs for reactive remediation for road and culvert failures.

NEW BUSINESS
AGENDA ITEM: Small sink hole on the fog line across the street from 2257 Canoe Street.
DISCUSSION: Sink hole reported appears not large enough to cause any driving impairment but depth and breadth of underlayment and cavity is unknown. The recurring remedy centered around a comprehensive remediation versus just a patch. Sheldon discussed the use of slurry seal mixture and tamping as a first thought to ensure any underlying cavities would be filled and reinforced before the base and asphalt was applied. This was to avoid further deterioration that may result in another sink area and subsequent repairs necessary.
